MANILA, Philippines — Millions of commuters in Manila have long relied on jeepneys as a cheap and convenient way to zip through the Philippine capital’s notorious traffic. But government efforts to phase out the open-air, U.S.-inspired vehicles may be accelerated as fuel prices sent soaring by the Iran war make it too costly for drivers to work.
